About (ProCaP)
Established in 2005, ProCap is managed by the Office for the Coordination of Humanitarian Affairs (OCHA) in long-standing partnership with the Norwegian Refugee Council (NRC).
ProCap deploys Senior Protection Advisers (SPAs) to humanitarian field operations, as well as at the global and regional levels, to help ensure that protection is placed at the centre of humanitarian action. SPAs represent an independent, inter-agency resource dedicated to support strategic and operational humanitarian response.
ProCap is engaged in a wide range of humanitarian crises, including sudden-onset emergencies, protracted crises and transitional contexts. While focusing on humanitarian crises, ProCap also works closely with development actors to strengthen collaboration, particularly in contexts with protracted displacement.
How we work
ProCap focuses on strengthening leadership and capacity within the humanitarian system through the provision of strategic and operational support, as well as technical advice on protection in crisis contexts.
ProCap raises awareness of protection issues and helps ensure that protection is incorporated in the conceptualization of solutions, tools, and policies.
Senior Protection Advisers (SPAs) deploy as inter-agency resources to address capacity needs, provide policy advice and build on best practices.
As a catalyst dedicated to supporting the humanitarian system, ProCap recognizes that continued investment is needed to advance the protection agenda in all aspects of operational response and to support effective leadership.
At the global level, ProCap works closely with the Global Protection Cluster (GPC) and its Themes/Areas of Responsibility (AoRs), including Child Protection and Gender-Based Violence (GBV).
