Saving Lives Together revised - and update to the 2006 framework for improving security arrangements among IGOs, NGOs and UN in the field

The revision of the SLT framework concludes a joint effort of the UN Security Management System (UNSMS) and NGO consortiums to further enhance security collaboration between the United Nations and Non-Governmental Organisations. The new framework aims at achieving a more systematic implementation of Saving Lives Together with the following main revisions:

  • Better clarity on roles, responsibilities and mutually supportive nature of collaboration;
  • Focus on information sharing and coordination mechanisms;
  • Reduction of the collaboration ‘levels’ from three to two (an initial list of countries/areas where ‘enhanced’ SLT implementation is applicable will be established by the SLT Oversight Committee and further refined in consultation with field duty stations);
  • Revised definition of SLT partner organisations to include all implementing and operational partners of the United Nations and its Agencies, Funds and Programmes (in accordance with the UNSMS policy);
  • Addition of headquarters support arrangements, an oversight mechanism through the SLT Oversight Committee, and reporting;
  • NGOs will be able to attain global SLT partnership status through an exchange of “Letters of Understanding” at headquarters level (LOU draft awaits finalization by the UN Office of Legal Affairs);
  • The new SLT framework will be further detailed in SLT implementation guidelines. Draft guidelines have been prepared and will be consulted with field practitioners shortly.
