Preparedness for major emergencies (L3). In middle-income countries which are highly vulnerable to sudden onset disasters and have strong national capacity in disaster management, international actors should prepare together with the government for major disasters and a possible L3 response. Use detailed scenario planning to work through how the international response needs to adapt in order to play its complementary role in these contexts. Start with and document the Filipino scenario planning and in it clarify, among other factors: the roles of international personnel e.g. as cluster co-leads; gaps in the capacity of national systems to take on their coordination responsibilities; mechanisms to trigger scaling down of international personnel; and information resources and mechanisms to brief surge personnel on national response systems and capacities.
