[CANCELLED] IASC Event: Syria 2017 Humanitarian Needs Overview and Coordination

We will have a presentation on the 2017 Humanitarian Needs Overview (HNO) for Syria, focusing mainly on the methodology and the key findings, highlighting also some of the challenges faced in this very complex Syria context. The presenters will also briefly present the Whole of Syria approach and the coordination structure, highlighting some of the key findings of the Whole of Syria review.
The Whole of Syria review, which is about to be finalised, has three main objectives: 1) to review the contribution of the WoS approach and related mechanisms to the overall humanitarian response in Syria; 2) to consider whether WoS approach and architecture, as currently constituted, is ‘fit for purpose’ (cost effective, light, flexible, etc.), meeting its intended goals and abiding by the principles set for it; and 3) to consider what alternative approaches, structures and processes might result in greater effectiveness and cost benefit.
Biography of presenters:
Annette Hearns is the Deputy Head of Office for OCHA Turkey, which provides cross border operations into Syria. Annette is a dual trained Irish nurse, who has worked with UN OCHA for almost 11 years. Prior to working with OCHA, she worked with Concern Worldwide, specialising in health and nutrition.
During her time with OCHA, Annette has worked in Sudan, based in Darfur for much of that time, in the regional office for Central America and the Caribbean during the H1N1 outbreak and following period, in Pakistan, and most recently in Sierra Leone on the Ebola crisis.
William Chemaly is OCHA’s Deputy Head of the Regional Office for the Syria Crisis. Prior to OCHA, William served as Representative of the Danish Refugee Council (DRC) in Geneva. In 2009, he founded the Joint IDP Profiling Service (JIPS) and headed its team for several years (2009-2013). William also served in several humanitarian operations with CARE international, OHCHR, ILO, DRC and UNHCR with focus on protection and durable solutions. He earned degrees in Economics, International Relations and Human Rights Law and is currently a visiting fellow at the Feinstein International Center at Tufts University.
