Cash Coordination Model - Latest update

Following the agreement from the cash coordination caucus and subsequent endorsement by the IASC Principals in 2022, progress has been made in transitioning to the new IASC endorsed Cash Coordination Model (2022), with 90% of identified contexts successfully implementing the changes by March 2024. Specifically, 88% (21 out of 24) of IASC/mixed settings and 100% (12 out of 12) of refugee settings have completed the transition. The process has demonstrated flexibility, with some contexts implementing tailored approaches to suit unique circumstances, such as in Colombia, Lebanon, and Mozambique. While the transition has been largely successful, challenges remain including securing reliable funding for cash working groups, encouraging local actor participation, and adapting to context-specific needs. In refugee settings, 83% of Cash Working Groups have successfully onboarded local co-chairs, promoting sustainable cash coordination arrangements. Moving forward, the focus will be on addressing these challenges, strengthening local leadership, and further refining the coordination model to ensure its continued effectiveness and sustainability across diverse humanitarian contexts beyond only the transition countries.

At a global level, the global Cash Advisory Group (CAG), co-chaired by UNHCR and OCHA continue to meet regularly to support these challenges through the: (1) Establishment of key frameworks and guidelines; (2) Local leadership and capacity building initiatives; (3) Development of Guidance on Multi-purpose cash and Cash and Voucher assistance; (4) Collaboration with donors and resourcing strategy.
