Caucus on funding for localisation - Endorsement of the three recommendations by the caucus members and outcome document - March 2023

On 30 March 2023, the Principals of the Grand Bargain Caucus on Funding for Localisation (USAID, DG-ECHO, Denmark, OCHA, UNHCR, Save the Children, IFRC, A4EP and the Northwest Syria NGO forum – chaired by EP Jan Egeland and Hibak Kalfan, NEAR) met to endorse the three recommendations put forward by the caucus.

Members of the caucus agreed to:

1. Measure funding to Local and National Actors (LNAs) as what is channelled directly or via one intermediary (as per definitions previously agreed). Direct operational assistance by international organisations in the form of cash delivery, in-kind assistance, or support costs spent by intermediaries for work in partnership/on localisation should not be measured towards reaching the 25% goal.
2. Report all funding to LNAs through publicly available platforms (FTS and/or IATI) with all available information on provider, recipient organisation and location.
3. Develop individual roadmaps for when and how the 25% target will be reached. The commitment to publish these will be given at the Annual Meeting in June 2023. The caucus co-chairs recommend that the roadmaps are published by the end of 2023. The roadmaps will include milestones on the road to reach the target either through direct support for LNAs or via one intermediary.
