IASC Humanitarian System-Wide Scale-Up Activations and Deactivations

The IASC Humanitarian System-Wide Scale-Up Protocols are a set of internal measures designed to critically enhance the humanitarian response in view of drastically increasing humanitarian needs and to ensure that IASC member organizations and partners can rapidly mobilize the necessary operational capacities and resources to respond to critical humanitarian needs on the ground. These exceptional measures are activated based on a set of criteria and will only be applied for a time-bound period of up to six months (which can be exceptionally extended by another 3 months).

Currently Active Scale-Ups

Ukraine

  • IASC System-Wide Scale-Up activated on 5 March 2022 and extended until 5 March 2023.

Sudan

  • IASC System-Wide Scale-Up activated on 29 August 2023 until 28 February 2024.

Deactivated/Expired Scale-Ups

Democratic Republic of the Congo

  • IASC System-Wide Scale-Up activated for eastern DRC on 16 June 2023 and deactivated on 31 December 2023.

Haiti

  • IASC System-Wide Scale-Up activated on 17 April 2023 and deactivated on 14 October 2023.

Ethiopia

  • IASC System-Wide Scale-Up initially activated for northern Ethiopia on 28 April 2021, then extended to cover any part of Ethiopia as of 2 November 2022, and subsequently deactivated on 2 October 2023.

Somalia

  • IASC System-Wide Scale-Up initially activated on 11 August 2022 and deactivated on 2 October 2023. 

Syria (Earthquake)

  • IASC System-Wide Scale-Up activated on 14 February 2023 and deactivated on 1 August 2023.

Türkiye (Earthquake)

  • IASC System-Wide Scale-Up activated on 14 February 2023 and deactivated on 17 May 2023.

Afghanistan

  • IASC System-Wide Scale-Up activated on 11 September 2021 and deactivated on 22 March 2023.

Tailored IASC Scale-Up in response to the COVID-19 pandemic

  • IASC System-Wide Scale-Up Protocols adapted to respond to the COVID-19 pandemic activated on 17 April 2020 and deactivated on 17 January 2021.

Democratic Republic of the Congo (Ebola virus disease)

  • Scale-Up Protocol for the Control of Infectious Disease Events activated on 31 May 2019 and deactivated on 27 March 2020.

Mozambique (Cyclones Idas and Kenneth)

  • Scale-Up activated on 22 March 2019 and deactivated in June 2019.

Former system-wide Level 3 Activations/Deactivations/Expired

Syria

  • L3 activated on 15 January 2013 and deactivated by end of December 2018.

Yemen

  • L3 activated on 1 July 2015 and deactivated by end of March 2018.

Democratic Republic of the Congo (DRC)

  • L3 activated in October 2017 and deactivated by end of May 2018.

Iraq

  • L3 activated on 12 August 2014 and deactivated by end of December 2017. 

Central African Republic (CAR)

  • L3 activated on 12 December 2013 and deactivated on 13 May 2015.

Philippines (Typhoon Haiyan)

  • L3 activated on 14 November 2013 and deactivated on 11 February 2014.

South Sudan

  • L3 activated on 11 February 2014 and deactivated on 5 May 2016.
