ProCap and GenCap: Supporting Protection and Gender Equality in Humanitarian Response
The Inter-Agency Protection Standby Capacity Project (ProCap) and Gender Standby Capacity Project (GenCap) envision a world in which people affected by humanitarian crises are protected and humanitarian action prioritizes gender equality and women's empowerment.
Our role
The Projects aim at strengthening leadership and capacity within the humanitarian system to deliver on commitments to gender equality and the empowerment of women and to address protection concerns collectively and effectively to preserve the dignity of affected populations and enhance the quality of humanitarian programming. The projects deploy senior protection and gender experts to humanitarian field leaders to galvanize these efforts. The Protection Standby Capacity Project (ProCap) and the Gender Standby Capacity Project (GenCap) are inter-agency initiatives created in 2005 and 2007, respectively, in collaboration with the Norwegian Refugee Council (NRC) - NorCap.
Our objective
The Projects aim to deliver strategic support, coordination, guidance and expertise to Humanitarian Coordinators (HCs) and Humanitarian Country Teams (HCTs), as well as broader capacity building and policy engagement. The Projects deploy independent, senior-level capacity and expertise to country-based humanitarian leadership to advance system-wide commitments on protection in humanitarian action, and gender equality.
Our operations
The Projects deploy senior protection and gender experts as inter-agency resources, to bolster humanitarian field leadership’s ability to increase protection and gender equality programming efforts. As independent, inter-agency resources Advisors aim to facilitate and catalyse the protection and gender equality programming efforts of the humanitarian system. They do this by collaborating with relevant stakeholders to establish systems and structures to embed gender equality and protection considerations into humanitarian decision making at all levels of the operation. As part of a global community of practice, they also provide capacity building, policy advice and best practice.

Requests should be initiated by the Humanitarian Coordinator (HC) and must be endorsed by at least three supporting HCT members.
