NEW YORK/GENEVA/ROME, 21 February 2024 – In the less than five months that followed the brutal 7 October attacks and the ensuing escalation, tens of thousands of Palestinians – mostly women and children – have been killed and injured in the Gaza Strip. More than three quarters of the population have been forced from their homes, many multiple times, and face severe shortages of food, water, sanitation and healthcare – the basic necessities to survive.
This report presents data on IASC coordination structures and processes, capacities, and alignment with IASC coordination requirements across 29 humanitarian operations. It includes information on Humanitarian Country Teams (HCTs), clusters/sectors, Inter-Cluster Coordination Groups and issues such as HCT Protection Strategies, Accountability to Affected People (AAP), Protection from Sexual Exploitation and Abuse (PSEA), Gender-Based Violence (GBV), Localization and Humanitarian-Development Collaboration.
Following intensive preparatory work by the core-group of interested Signatories, Ambassador Koehler launched the Caucus on Scaling up Anticipatory Action. The caucus is co-championed by Germany, OCHA, Save the Children, and WFP, and includes members such as EU/DG ECHO, FAO, IFRC, NEAR, Oxfam, and UK/FCDO.

Statement by Martin Griffiths, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator (Geneva, 7 February 2024) With the Gaza hostilities entering their fifth month, hope is dwindling for the millions of people affected and the humanitarians striving to assist them.More than half of Gaza’s population is now crammed in Rafah, a town of originally 250,000 people right on Egypt’s doorstep. Their living conditions are abysmal — they lack the basic necessities to survive, stalked by hunger, disease and death.
The quarterly meeting of the Facilitation Group Sherpas (EU/DG ECHO, Germany, OCHA, UNICEF, IFRC, InterAction, NEAR) took place on 16 January 2024. Ambassador Koehler provided updates on progress in focus area 2, on innovative financing and the nexus.
