The 2016 HNO for Syria details the deteriorating humanitarian situation of 13.5 million people in need of some form of humanitarian assistance in Syria. It provides a detailed overview of sectoral needs and severity. This HNO was based on abundant primary and secondary data including numerous beneficiary interviews and humanitarian analysis, as well as information on protection and the other Whole of Syria sectors. The document provides a solid basis for the humanitarian community’s response planning inside Syria. Helena Fraser will speak about the needs identification workstreams that informed this year's HNO and will highlight some of the key findings which are being used to inform the Humanitarian Response Plan for 2016.

Helena Fraser is the Head of the UN Office for the Coordination of Humanitarian Affairs (OCHA)'s Regional Office for the Syria Crisis, based in Amman. Prior to this appointment, Helena led OCHA's Private Sector partnerships team based in Geneva. In this role, she drove efforts to build strong relationships between the international humanitarian community and business, so as to channel innovation and resources towards meeting people’s needs in emergencies. Helena joined the United Nations in 1997 in Tbilisi, Georgia, working as a Humanitarian Field Adviser, and has held a variety of appointments with OCHA since that time. She holds a Master’s degree in international relations from St Antony’s College at Oxford University, and bachelor's degree in History and Russian.

Getting to Room S4: Room S4 is on the third Floor in the S Building. Enter the Palais des Nations through Door S2 and turn left. Follow the hall until you reach Escalier 3. Take this staircase to the 3rd Floor. Room S4 is on your right side. Please note that the meeting takes place in room S4 and not Room IV. Please see the map of the Palais attached.
