AAP, PSEA, Gender in L3s: The Cases of South Sudan and CAR – Are we Getting it Right?

Accountability to affected populations (AAP) is a core component of the Transformative Agenda (see TA protocol on AAP at: http://www.humanitarianinfo.org/iasc/downloadDoc.aspx?docID=6632). Protection from sexual exploitation and abuse by our staff (PSEA) has been a long standing commitment of the IASC and is, inter alia, enshrined in the Secretary-General's Bulletin (ST/SGB/2003/13).
In February, an AAP/PSEA inter-agency coordinator was deployed to the Central African Republic for 3 months, alongside an existing GenCap advisor. In South Sudan, while there was no dedicated AAP function, there was a GenCap advisor. Do these different roles support the same agenda, and can the respective post holders support each other in their tasks? How can inter-agency approaches - in addition to individual organization's approaches - better support AAP, PSEA, and gender, particularly in L3 emergencies?

April recently returned from 2 months in South Sudan supporting the protection cluster and broader cluster system to identify gender gaps in the response with a view to advocate for change. She is currently hosted by UNHCR Geneva supporting clusters with gender mainstreaming.
David was recently seconded to OCHA in the Central African Republic as the Accountability to Affected People inter-agency coordinator. He previously worked several years as project manager and program coordinator with the ICRC and Oxfam GB.
