In Busan, Korea, at the occasion of the Fourth High Level Forum on Aid Effectiveness (HLF-4, 29 November - 1 December 2011), over 3000 delegates met to review progress on implementing the principles of the Paris Declaration. They also discussed how to maintain the relevance of the aid effectiveness agenda in the context of the evolving development landscape. Iraq was one of the countries that signed the New Deal for Engagement with Fragile States and was praised for the effectiveness of its aid information systems.
