The Yemen OPR was undertaken in December 2015 by an inter-agency team led by Panos Moumtzis (STAIT) and including Kate Halff (SCHR), Zlatan Milisic (WFP) and Roberto Mignone (UNHCR). The OPR Team Leader, Panos Moumtzis (STAIT), and mission member, Kate Halff (SCHR) will present the main findings of the OPR and take questions from the audience. The other members of the team, Roberto Mignone (UNHCR) and Zlatan Milisic (WFP) are on mission and consequently not available for the presentation.
Background: The conflict in Yemen erupted in March, 2015 and the Emergency Relief Coordinator (ERC) activated an IASC Level 3 (L3) response for Yemen on 1st July, 2015. Following consultations with the Humanitarian Coordinator and the Humanitarian Country Team in Yemen, and the Emergency Director's Group (EDG), it was agreed that the OPR should coincide with the arrival of the newly appointed triple-hatted Humanitarian/Resident Coordinator, and Designated Official in the first week of December. The OPR mission was carried out by a four person inter-agency team and focused on leadership and coordination; delivery; accountability to affected people; and protection. The aim of the OPR is to identify areas to strengthen the response in its main purpose: delivering assistance to people that need it. The report also captures learning experiences and good practice.
