Launch of the Grand Bargain Caucus on Quality Funding

QFOn Friday 11 March 2022, David Miliband, President and CEO of the International Rescue Committee (IRC) co-launched the quality funding caucus together with European Commissioner for Crisis Management Janez Lenarčič.

The caucus is structured as a high-level dialogue among top and senior-level decision makers from major bilateral donors, UN agencies, the Red Cross movement, and local and international NGO networks. Over the course of five months, the caucus will aim to agree a percentage increase in current levels of multi-year flexible funding from donors and UN agencies to frontline implementers, such as international, national, and local NGOs. In exchange for this increase, caucus participants will need to agree ways to demonstrate the added value of multi-year flexible funding to affected populations, both in terms of efficiency and effectiveness.

Please find below the concept note for this caucus, including a tentative timeline for discussions, which we aim to finalise by mid-July 2022, when David Miliband and Janez Lenarčič will reconvene to close the negotiations. The caucus will regularly communicate on its progress and any outcomes with Grand Bargain Signatories through the Secretariat.
