During my first visit to Venezuela, I have seen how ordinary women, men and children face overwhelming challenges every day to survive. Millions cannot afford the bare minimum of food, water, and health care. The situation continues to deteriorate.

Given our mandate, it is furthermore incumbent on the United Nations system to itself embody this commitment within our own internal arrangements.
We, the Principals of OCHA, UNHCR, WFP and UNICEF have, in recent months, continued to engage in discussions on cash-based assistance as one of the most significant reforms in humanitarian assistance in recent years, one that helps us to better serve affected populations in a principled and dignified manner and gives them a greater decision-making role in their own lives interrupted by conflict and natural disasters.
The IASC Gender with Age Marker (GAM) looks at the extent to which essential programming actions address gender- and age-related differences in humanitarian response.
