IASC Study on Donor Conditions and their Implications for Humanitarian Response, 2016

The IASC Humanitarian Financing Task Team (IASC HFTT) report on Donor Conditions and Their Implications for Humanitarian Response identifies and discusses  those conditions which pose the greatest challenges to effective and efficient humanitarian assistance and financing, as well as describe positive donor practices. The study’s observations and recommendations are drawn from perspectives and experiences of funding recipients of IASC-member.

The most challenging areas identified by recipient organizations were:

  1. Administrative and financial conditions including financial restrictions, earmarking and reporting
  2. Risk management approaches including counter-terrorism measures, due diligence and auditing requirements measures
  3. Funding predictability
