IASC members reaffirmed their commitment to collectively strengthen protection from sexual exploitation and abuse and sexual harassment (PSEAH) across the humanitarian sector. The IASC Principals endorsed a five-year Vision and Strategy for 2022−2026. The strategy identifies commitments and time bound targets to embed sustainable and accountable PSEAH actions within all humanitarian contexts and transformative culture change across the sector. It is informed by the 2021 IASC external review of PSEAH. Actions include measures to strengthen investigative capacity, deploy dedicated inter-agency PSEA Coordinators in the highest risk contexts, share good practices on PSEA and prevent perpetrators from moving between organizations in the sector. The IASC Champion on PSEAH provides leadership and political support to advocate for the strategy.
IASC PSEAH Champion for 2024-2025
In January 2024, Mrs. Cindy McCain (Executive Director, World Food Programme assumed the Inter-Agency Standing Committee (IASC) Championship on Protection from Sexual Exploitation and Abuse and Sexual Harassment (PSEAH), taking over this role from Mr. Andrew Morley, Chair SCHR (President and CEO World Vision International), IASC Champion 2022-2023.
Following extensive consultations, and drawing on the IASC External PSEA Review and in line with the IASC 2022-2026 strategy, WFP has identified three key priorities:
- Operationalising a victim and survivor-centred approach
- Promoting organisational culture change through leadership and partnerships
- Supporting continued capacity strengthening across the sector

IASC PSEAH Championship Priorities for 2024
1. Operationalising a victim and survivor-centred approach:
This will be done by strengthening interagency standards on PSEAH through evidence-based best practices and lessons learned. WFP will meaningfully engage with women, girls, and people at-risk of sexual exploitation and abuse and sexual harassment across different operational contexts and through specific initiatives to strengthen consultation and outreach.
2. Promoting organisational culture change through leadership and partnerships:
This will build upon and strengthen existing interagency commitments to harmonize approaches and processes related to PSEA and sexual harassment, including renewing leadership commitment. This priority will also focus on partnerships across UN, NGOs, and civil society organizations.
3. Supporting continued capacity strengthening across the sector:
This will be done by working across the cluster system and with financial service providers to enhance and accelerate integration of PSEA principles and approaches into humanitarian systems.
