The evaluation was commissioned and funded by the Inter-Agency Humanitarian Evaluation Steering Group (IAHE SG), an associated body of the Inter-Agency Standing Committee (IASC). The KonTerra Group and Itad Ltd. were contracted to conduct the evaluation.
Purpose of the inception report
This inception report describes how the evaluation team will fulfil the Terms of Reference (ToR) for the inter-agency evaluation of the COVID-19 humanitarian response which is being jointly undertaken by KonTerra and Itad. This is the first output from the evaluation and lays the foundation for the remainder of the evaluation by providing a contextual analysis and key information about the proposed approach including tools, methods and timelines.
