Agenda: 11.30 - 12.00 Update on the Humanitarian Situation in Somalia -Mr. Mark Bowden, Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator. 12.00 - 12.30 Update on the Humanitarian Situation in Afghanistan -Mr. Michael Keating, Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator. 12.30 - 13.00 Q&A and Discussion -Ms. Christelle Loupforest, Head of IASC/ECHA Secretariat. Background: Mark Bowden of the United Kingdom is the Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator for Somalia. However, he was recently appointed Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator for Afghanistan. He previously served as Director of Civil Affairs in the United Nations Mission in Sudan and as Chief of the Policy Development and Studies Branch in the United Nations Office for the Coordination of Humanitarian Affairs. From 1999 to 2001 he was Conflict Management Adviser for Africa in the Foreign and Commonwealth Office of United Kingdom. Earlier in his career, Mr. Bowden worked for Save the Children Fund, including as Country Director in Bangladesh, Head of Regional Office for East Africa and Africa Director. Mr. Bowden holds a bachelor’s degree in psychology and economics from Brunel University. Born in 1951, he has two daughters. Michael Keating of the United Kingdom is the Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator for Afghanistan. Mr. Keating has extensive experience in planning and managing responses to complex humanitarian emergencies and post-conflict recovery programmes in Afghanistan, the Middle East and Africa. He previously served as Director of Development and Special Adviser to the Special Representative of the Secretary-General for Afghanistan, Executive Director of the Africa Progress Panel in Geneva, the UN Resident Coordinator in Malawi and Director of Socio-Economic Affairs in the Secretary-General’s Office for the Middle East Peace Process in Jerusalem and Gaza. From 1999 to 2001 he was Adviser to the Administrator of the United Nations Development Programme in New York, before which he served as Adviser to the United Nations Humanitarian Coordinator in Afghanistan from 1997 to 1999. Earlier in his career, Mr. Keating worked for the United Nations Office for Humanitarian and Economic Assistance to Afghanistan, initially as Executive Assistant to the newly appointed Under-Secretary-General, and then as Head of the Peshawar Field Office in Pakistan. Mr. Keating holds a Master of Arts in history from the University of Cambridge. Born in 1959 in Kampala, Uganda, he is married and has four children. Useful links: Join the IASC on Facebook!
