Localisation
Recognizing the critical role local actors play in humanitarian action, the Secretary-General at the World Humanitarian Summit of 2016 highlighted the need for humanitarian response to be “as local as possible and as international as necessary”. Since then, steady progress has been made since then as evidenced by country-based pooled funds, the largest source of funding for national partners. However, greater efforts are needed to push forward the localization agenda, not only in terms of funding, but also in terms of more robust, meaningful participation and representation of local actors in shaping humanitarian action on the ground.
In this spirit, the IASC prioritized the issuance of guidance to strengthen the meaningful participation, representation, and leadership of local and national humanitarian actors (L/NAs) within IASC humanitarian coordination structures. The guidance is available below.
