Caucus on quality fundingThe Grand Bargain Signatories presented the actions they are undertaking to implement their commitments, using the outcomes agreed by the caucuses to introduce changes in the way they work. Implementation of the Grand Bargain caucus outcomes is crucial and the only way the caucuses can have a larger impact.

Grand Bargain 2.0 introduced the caucuses to resolve political challenges that have been stalling our progress for years. In the caucuses, the discussions were elevated and focused on specific strategic issues in an ad hoc manner, with clear objectives and a limited timeframe.

We’ve already seen caucuses deliver results: in spring 2022, a new cash coordination model was agreed by caucus members after years of stalled progress; in summer 2022, two more caucuses successfully closed by agreeing on outcomes that will bring more multi-year flexible funding, and more equitable partnerships.

The Grand Bargain Signatories met on 21 November 2022 to discuss the implementation of the outcomes of the caucuses on quality funding, and on the role of intermediaries. The meeting was an opportunity to better clarify the meaning of the outcomes of the caucuses to the Signatories that were not members of the caucuses. The caucus champions presented the outcomes they agreed to, while Signatories that were involved in the caucuses, shared how they are implementing the outcomes.

As emphasised by EP Jan Egeland, “at the Annual Meeting 2023 we will see how much each of you have implemented your commitments and how you have been able to use the caucus recommendations to reach our collective goals.” The implementation of the caucus outcomes will also be monitored in the annual self-reporting process, through the narrative report.
