IASC Event on Developments in International Disaster Law

Background information:
Since 2001, the International Federation of Red Cross and Red Crescent Societies has been undertaking research and providing advice on overcoming legal issues in international disaster response operations. More recently it has broadened its research and focus to include legislation related to disaster risk reduction and recovery. This session will provide an update on the global progress in the adoption of the Guidelines for the facilitation and regulation of international disaster assistance and initial recovery assistance (the IDRL Guidelines), as well as developments in research on legislation for disaster risk reduction, in light of the Hyogo Framework for Action and the recent adoption of the Sendai Framework for Disaster Risk Reduction. In particular, this session will introduce a new tool being developed together by UNDP and IFRC – a checklist on law and disaster risk reduction – that is expected to be adopted at the International Conference of Red Cross and Red Crescent Societies in December 2015.

Tessa Kelly, Senior Disaster Law Officer
Tessa is an Australian lawyer (LL.B and LLM) based in Geneva as a Senior Disaster Law Officer. In her current role, she works at a global level leading the IFRC’s work on law and disaster risk reduction. Prior to this she managed the IFRC’s Disaster Law Programme for the Asia Pacific region in Kuala Lumpur for over three years. Her previous experience has included working with UNDP in Vietnam to support the development of a new law for disaster management, and working in a law firm in Lao PDR to undertake a review of their legal and regulatory framework for international humanitarian assistance.
Paulo Cavaleri, Senior Disaster Law Officer
Paulo Cavaleri is a lawyer and diplomat, having spent twenty years in the Argentine foreign service, with postings in Buenos Aires, Paris and Geneva, as well as field liaison posts in Libya, Iraq and Jordan. He holds a Law degree from the University of Buenos Aires as well as a Masters and a PhD in History from the University of Paris-I Sorbonne. He has handled a number of files related to humanitarian affairs, disaster risk management and crisis response, including the development of legislation in Argentina related to foreign peacekeeping missions. Most recently, he spent a year with UNISDR, helping to prepare the HFA2 process.
