In 2003, the UN Secretary-General issued special measures for Protection from Sexual Exploitation and Sexual Abuse (PSEA) for all UN staff and others under UN contract. In 2009, the IASC commissioned a review of collective work by humanitarian agencies to ensure PSEA. Former Deputy Emergency Coordinator Carolyn McAskie was the special adviser to the process.
