Harnessing the role of donors to promote more inclusive and locally led action through humanitarian pooled funds

Against the backdrop of growth in the frequency, complexity and scale of humanitarian crises, declining funding, and questions of efficiency and effectiveness,  it is becoming increasingly clear that fundamental change is required to reform the humanitarian system .

Climate change is exacerbating humanitarian needs across the world, driving new crises and intensifying existing ones. The Intergovernmental Panel for Climate Change Sixth Assessment Report recognized the humanitarian impacts of the climate crisis[1]. The report indicates that the return to previously known conditions is no longer realistic, and that the world is most likely to exceed 1.5 degrees global surface temperature in the next decade.

Accountability to Affected People (AAP) is central to principled humanitarian action, and key for protecting and restoring human dignity and ensuring an appropriate and effective humanitarian response. Our accountability to people affected by crisis is paramount and must be acted upon at all times.

The independent inter-agency humanitarian evaluation (IAHE) assessed the collective humanitarian response to the crisis in the three northern regions of Ethiopia between November 2020 and April 2023. The evaluation finds that although humanitarian organizations overcame numerous obstacles to deliver critical aid, the collective response to the needs of people in Northern Ethiopia was not adequate.  

The independent inter-agency humanitarian evaluation (IAHE) assessed the collective humanitarian response in Afghanistan between August 2021 and mid-2023. The evaluation finds that the humanitarian response provided critical support to millions of vulnerable Afghans by alleviating food insecurity and economic burdens on households, preventing the deterioration of health services and helping to sustain economic stability.
