This document is prepared in response to a request made during the Ad hoc meeting of IASC Working Group (WG) on the IASC Task Team on Strengthening the Humanitarian Development Nexus in Protracted Settings (HDN TT), 5 Sept 2017. During this meeting, the IASC WG agreed to “undertake an initial review of the endorsed HDN Workplan by 31 December 2017 and establish the timetable for subsequent reviews as necessary”.

We, the Principals of OCHA, UNHCR, WFP and UNICEF have, in recent months, continued to engage in discussions on cash-based assistance as one of the most significant reforms in humanitarian assistance in recent years, one that helps us to better serve affected populations in a principled and dignified manner and gives them a greater decision-making role in their own lives interrupted by conflict and natural disasters.
