The Grand Bargain recognises that greater data-driven transparency is essential for building trust, improving visibility and accountability of donors and aid organisations, and for enabling a more coordinated and effective response towards affected populations.
Non-governmental organisations (NGOs) in the Charter4Change coalition and Accelerating Localisation Through Partnership consortium collaborated on an analysis of reports against the Localisation Workstream provided by the wider range of Grand Bargain signatories. They highlight 5 examples of good or promising practice that might be built upon; they then note 5 continuing challenges. Finally, they suggest 6 recommendations on ways forward.
Multi-year and flexible humanitarian funding supports better outcomes and delivers efficiencies. Evidence of the benefits of multi-year flexible funding has steadily grown in recent years; numerous studies - published by think tanks, humanitarian organisations and UN Agencies, and commissioned by donors - point to effectiveness and efficiency gains in programme quality.
Four years on, the Grand Bargain remains for a number of actors the reference for improving the effectiveness and efficiency of the humanitarian action, having a wider impact in terms of fostering a more cohesive and collaborative approach. WFP continues to play a constructive and strategic role in the implementation of the Grand Bargain, in particular through its co-leadership of the cash-based programming workstream which high performance stood out again in 2019.
Building on existing and bespoke research, the findings from three “demonstrator country” missions, and discussions with Grand Bargain signatories and local actors in a series of regional and global conferences in 2018-19, the Grand Bargain Localisation Workstream issued a series of guidance notes on localisation in May 2020. These very brief notes set out priority findings, recommendations and considerations that signatories are encouraged to consider as they implement their commitments.
